CPU throttled down

Solved: Using a program called "ThrottleStop" i was able to disable an option called "BD PROCHOT" which is thermal throttling on the CPU, after this is disabled the multiplier moves freely between 6 and 10 and works correctly reaching 2.66GHz (Prime95 tests etc). This is strange as it shouldn't be throttling due to heat as the CPU before was only at 40*C to 45*C, now it reaches 50*C max which is fine. Seems like a sensor issue on the board.

On an older laptop i'm using (Asus N70Sv) which has an Intel Core 2 Duo T9550 @ 2.66GHz it seems to be only running at a maximum of 1.6GHz, in both CPU-Z and T-Monitor it stays and a constant 1.6GHz when idle and even when running a Prime95 test. The temperatures of the CPU stay very low (as if idle) at a 40*C min and 45*C max. I have checked the power options in Windows 7 and Asus' Power4Gear software and its at 100% for the CPU. Is this just a readout error or sensor error of the programs/hardware or is it actually capped at 1.6GHz?

 

In CPU-Z the multiplier is only at 6.0x and stuck there (max should be 10x). (bus speed = 266MHz) Meaning the CPU only does 1.6Ghz (2.66 * 6) rather than the full 2.66Ghz (2.66 * 10). Even in resource monitor it says the maximum frequency is 59% (1600/2660 = approx 60%). I have checked the BIOS and it states 2.66GHz for the CPU.

tried putting Windows in performance mode?

 

Yes, it uses Asus' Power4Gear tool with its own profiles, im on the high performance profile and the CPU is set to 100% max.

 

Edit: I just tried some other profiles and messed with the CPU settings, i put it right down to 10% and it made no change, seems like those settings aren't even doing anything.

I know but i mean windows on its own? Unless the Asus controller changes the windows defaults.

 

I've tried the windows high performance profile no change, I also put the CPU max right down to 10% and it made no change, seems like those settings aren't even doing anything.
