Cant say its an actual power issue as the card or system should crash if the cables were loose or the psu wasn't enough. 

 

Guess you could go in the NVidia control panel, under manage 3d settings, turn power management mode to prefer maximum performance. 

 

You don't have any other gpu oc programs running right? 

 

The surprising part is the temps  are so high with such a low clock speed.

tried going 110% power, no other software installed, already have max power performance in control panel

Doubt it could be that. It would crash it if wants see the power it needed. 

Seeing how power and usage are at 100 shows that even more.

i dowloaded HWinfo, give you info on your hardware. says when running some games that "performance limit - power = yes" so i assue its using to much power? tried upiung in overclock but didnt seem to work ;/ 

psu i have - Corsair CP-9020015-UK Builder Series CX750 ATX/EPS 80 PLUS Bronze Power Supply Unit, 750 W

Power limit won’t mean anything. That’s not a psu thing, that’s the power the card itself is limited too. I can overclock mine or let it sit at stock settings, or even with power to the max it’s still gonna ride the power limit. It will reach its boost clock at a minimum. If the card ran out of power, it would crash and restart the driver.
