It's 2 euro what do you expect. Power them on and try and locate the loud fan. That or use the process of elimination to find the fan.

Figure out the loudest fan and replace it with the right part. Then keep doing that until you are happy with the noise level or if you are not at that point just ship the server off to * ****** st ******* Canada haha seriously unless the server is next to your desk don't worry too much about the sound as long as the fans are not dying or damaged you are fine. I would also say give the servers a really good cleaning for dust and crap.

its a server, its not build to be silent.

 

they are usually super loud cause they use high airflow delta fans and you will have a hard time finding silent fans that deliver the same cooling performance.

by the time you are done buying and replacing fans you will have spend more money than you would like just to have outdated old unusable hardware sitting in the corner.

Think about that for a second... replacing case fans does not impact the PSU in any meaningful way. I can't imagine you replacing a PSU fan if you have to ask this stuff. You could replace the PSU and hope that fixes it but as everyone has said servers are not quite at all.
