First the specs to my computer:

CPU: AMD 8150 (clocked at 4.8GHz)

MB: ASUS Crosshair V Formula AM3+ AMD 990FX

Storage: 128gb Samsung 830, 2 - 2tb Segate 7200rpm

Mem: Patriot Viper 3 16GB (4 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600

Cooling: H110

PSU: CoolerMaster Silent Pro 1200

OS: Windows 8

SO I recent finished my first ever build, and I recently started to overclock because I got the H110. But when I go use Prime95 it only utilizes %50 of the cpu. So I tried the Intel Burn Test v2.54. And while that does use all of the cores it keeps repeatedly dipping to about %30 then goes back up. It's not making any sense to me, can anyone explain what's going on? If you need more info please ask and I'll try my best to get it.

Check your temperatures using CoreTemp.exe, if the temperature goes over 70c the CPU starts to throttle and cycle cores which will significantly reduce utilization .
I've actually gotten A little but of help, I found out it is pretty much my cooling. My H110 isnt doing its job for some odd reason because It gets up to 70c on stock clocks under load
