Best GPU for $350-400?

My friend is upgrading from a GTX 660 and his budget is $350, $400 max, what's the best gpu he can get for this price? He only has a 450W PSU though, so a used high end card may not be the best option. I was thinking of sniping him a 1060 6GB, any thoughts?

Used 980, i'd ususally recommend a 1070 but the prices these days...

All the above answers are great. If he wants new, go with a 1060 6GB like @Airdragonz said. It's an awesome 1080p card, @WhisperingKnickers has one and it's dope. 

 

If he's fine with used cards, go for a 980 Ti or 980 like @Thermosman and @Konrad Kwasniewski said. And a 450W PSU is fine, I ran my 980 Ti off a Corsair 450W PSU with no problems. I have a 620W now, but that's because I'm also running an overclocked X58 Xeon and could use the extra juice.

fuck that right now pricers are WAYYYYY to high wait a little while. back a while ago 400 coulda got u a used 1070
