Less performance with higher GPU overclock?

So I have a GTX 970 that is a really good overclocker, I've been able to reach a core clock of around 1500 MHz and memory clock of 3700 MHz, with only +20 mV. I've confirmed these are the speeds through monitoring in MSI afterburner. Temperatures are also great, and my max temp right now is 70 degrees celsius.

 

That being said, If I try to overclock it further, I see less and less performance. Is this unusual or is it supposed to happen, and how can I overclock it further if performance is only decreasing after increasing the core and memory clock.
