Help! Strix 970 not working

Hey LTT Forum, I have a problem. I recently bought a Strix GTX 970 secondhand off of eBay and it will not boot. My motherboard is an MSI B350 Tomahawk. I have all power connections plugged in, I have used both pci-e slots, and it will not boot. The VGA light on the motherboard will flash, but I don't know if its dead or not. Please help! I think that replacing the thermal paste will help.
