So next school year I'm stating a course in application development and I need a laptop up to their minimum required specs. I'm in a bit of a tight spot money wise, so I really need the best value I can get.
What's the cheapest laptop with a quadcore I7, 16gb of ram, any size ssd (I'll probably use a cloud for mass storage) and optionally a decent keyboard and a screen that doesn't reflect light too much. The last two are not required, and neither is the ssd really, but the first two are minimum requirements for the course.
My budget isn't much higher than 1000 EU

I7 Machines are expensive, I would recommend looking into a high-end I5

In some cases RAM and SSD can be added after purchase.

Take note that i5 8250U and i7 8550U don't differ much in performance due to TDP limitation of ULV CPUs
