CSGO FPS "issue"

Hello everyone,

my friend has a problem with FPS in CSGO. Its not a major issue, its more like... disturbing. So On his previous build:
I7 4790k (not OCed)
Msi z97-g43 gaming
Gskill trident x 8gb 2400mhz
Msi gtx 1060 gaming x 6gb (Not OCed)


And on build set up dwo days ago:
I5 8600k [Not OCed yet)
Gigabyte z 370 gaming k3
Hyperx fury 8gb 2400mhz
Msi gtx 1060 gaming x 6gb (not OCed)

 

He just cant go over 200fps on low graphic settings, fps_max 1000. At the same time PUBG runs in ultra in stable 70FPS (capped to 70 btw). Whereas my current rig: i5 4460, msi z87 g43, 16gb 2400mhz hyperx ram gives my 250fps no problem.
As I mentioned in the beggining its not a major issue that doesnt allow him to ejoy gaming, but rather disturbing, that a 1k+$  PC doesnt give him some insane FPS (as some people on worse CPUs and GPUs have like 400FPS. What could be the issue m8s?

Is he running 2 sticks of ram or just one ?
