I live in India , so have a lot of power outages and fluctuations. I read many articles saying to choose a ups by multiplying your power (watt) requirement by 1.6 and it will give the ups power in volt amps. But, i do not know how much power my pc needs - 450w PSU, 1 monitor, ryzen 3 1200 oc 3.7 GHz, gtx 1050 ti. I am confused wether to use my PSU power or does PSU has no effect and to use power requirement of all components separately. Thanks .

I suppose you'd decide relative to your system power consumption, and ignore the PSU rating, but generally speaking if you get a sufficiently large UPS, and you chose your PSU intelligently, the UPS will be of similar or slightly higher wattage.  I'd say a 600 W should be very good for you, would give enough run time to not have issues.  Look for a "pure sinewave" or "PFC" UPS, otherwise it may output noisy power when in battery mode that your PSU might reject, causing it to shut off anyway.

600w ups would do you just fine, if the power fluctuates that badly I would use an active ups if you can stand the noise, either will work. Gunna have to get used to clicking sounds or high pitched wine. Active ones are best power quality But kinda overkill. Also keep in mind the ups size also determines how long it will run. If you have constant hour outages then you need a big one if you want ur pc on the whole time under load. If there short outages then 600 should do

The PSU u mentioned is $370 which is way more than my budget. The power outages are not that often , once in two days for about 20 mins,i am mainly concerned with changing voltage and current, i only need 5 minutes battery time so I can shutdown safely, i do not plan on running it on battery. My budget is around 100$. Also , is this ups suitable for my needs -

omg what!? O.o $370!?  It's normally $200 here, and I got mine for half that on sale one day.... alright, didn't realize they've messed with pricing for your country... :(

1100 VA is certainly enough but I know nothing about that unit so can't say for sure.  APC is an excellent name though so no concerns there.
