Ryzen 1700X overclock

Alright boys, got myself a Ryzen 1700X. Trying to overclock it to at least 4GHz, saw Linus's video in which he changes the multiplier to 40, core voltage to 1.375 and boom stable overclock. I try that and even windows isn't having it. I've had the voltage at 1.45 with it still crashing under 100% load. The highest OC I could achieve stability at is a 3.85Ghz, (multiplier 38.5, core voltage 1.4V). Also its not overheating. Any suggestions out there?

CPU: Ryzen 1700X

GPU: RX480 4G MSI Gaming X

MOBO: Asus Prime B350-Plus

RAM: Corsair Vengeance LPX 2x8 2666MHZ (OC @ 3066)

Storage: Samsung EVO 960 512GB NVMe SSD

Cooler: Corsair H115i

PSU: Corsair TX750

I'm too lazy to find the video, what motherboard did linus have? lower ram speed to 2933 and see.
