PC Having Huge issues when booting and while trying to play games

When I boot up my pc it freezes on the bios screen and the q code on my mother board gives the Code 9C which I cant seem to find an  actual answer for what that is for.

after a minute or so it will go into a screen that says CPU fan error (CPU fan is fine spinning normally) press f1 to run set up 

it pc will only boot if I boot override in bios 

after that and time I try and play any game the fame rate will fluctuate between 144 and 19 and I have no idea what is causing it 
any help with this issue please

It seems like your CPU is overheating. What are your temps?
