I found someone selling a pre-owned GTX Titan X Superclocked (Model #: 12G-P4-2992-KR) for about $700. Is that a worthwhile purchase for me to make? I was planning on buying a 1080 Ti but seeing as they're all out of stock everywhere I looking at other options. As far as I know a Titan X would work great with a Ryzen 7 1700X and it would be a step up from a GTX 1060.

If you saved your $700 and just played at 1080p for now, then in a few months (maybe the beginning of the summer/late spring) you could get a 1080ti for under $1000. EDIT: if you don't want to wait, there will only be a 30-40% improvement http://gpu.userbenchmark.com/Compare/Nvidia-GTX-Titan-X-vs-Nvidia-GTX-1060-6GB/3282vs3639

Used/new? About $500-$600 now.

I meant in regards to OP because he's looking at a Titan XM and asking if it's a good deal -- which is dependent on how much a 980Ti would cost him.

Do you need the extra VRAM for some reason? Otherwise get the 980Ti instead.

a TITAN XM? I'd give at max 500$ for one... it is a GTX 1070 Ti but that draws absurdly more power and is much louder/hotter.

there are 980 Ti for 500$:
