is the keyboard software controlled and per key?

Perkey yes software controlled no. If that's a deal breaker for you get the G.Skill board. It's a lot cheaper than Corsair/Razer/Whoever else but functionally identical

The Corsair Strafe RGB is a solid keyboard choice with per key lighting and remapping.  Dynamic lighting and remaps are all software controlled, and static lighting can be saved to the onboard memory.  As far as mice go, it really depends on what you play and what is considered comfortable for you.  The Corsair Glaive is a bit more universal for different grip styles as it has interchangeable side grips you can change out.  Feel free to post more details about what you want for the mouse and I can make some suggestions.
