i am thinking of buying parts and building a pc mostly for gaming but a bit of productivity will be done on it. The parts im thinking of getting are the GigaByte GeForce GTX 1070 G1 Gaming, Corsair Vengeance LPX 2x8gb, Samsung EVO 500gb ssd, intel core i7 7700k 4.2ghz, msi z270 sli plus, nzxt s340 elite case, 650 watt corsair power supply, and i dont know what cooler. Does this sound like a good build im new to this and want to be able to run games smoothly at high settings.

It looks like a good gaming/productivity system except that the CPU is one generation old.  It's plenty capable still, but there are better options from intel and AMD for similar money.  If you have your heart set on the 7700K then go for it, but if you haven't bought yet, consider the 8600 and 8700 series from intel and the R7 ryzens from AMD.

It sounds like a solid build (maybe look into Ryzen/Coffee Lake instead of i7 Kaby Lake). However, RAM and GPU prices are extremely high right now... It depends if you want to pay a much higher price than usual.

I know prices are going up in places like the USA but hear in Australia 1070 is still at about $700 AUD

is a i7 7700k quad core 4.2ghz or a i5 8600k hex core 3.6ghz better

i think they used the same card, but that's not the point, they are not CPU intensive games that you can notice the difference. And even the card was under utilized at that resolution. That was my take from it.

It depends on what games and tasks you use you PC for.

It depends on what games and tasks you use you PC for.

i just want tto be able to play games like ARK, Subnautica, Forza Horizon, GTA V at high settings with 60fps and maybe a couple mods on gta. Although i need to be able to light/moderate video editing.

Either CPU will do those games at the FPS you are looking for.  I'd go 8600K.  Newer platform.  Cores are better than threads when you get right down to it. 

Also there is an upgrade path.

7700K is the best Z170/270 has, the 8600K has upgrades on Z370.
