I'm thinking of getting a new monitor (27UK650-W) as you can see it is quite nice! Though I feel I should upgrade my CPU first because I doubt it could handle it very well. Some others were saying I should also upgrade my GPU but I can't afford to do everything again right now, I would like to soon though.

Your GPU should be mostly fine. I would recommend a Ryzen jump if at all possible.

At 4k, I would strongly suggest upgrading your GPU. At that resolution with a R9 390, you are going to be GPU bound in the vast majority of games. The only problem with getting a GPU now is the inflated prices due to cryptocurrency mining. If money is tight, save up and wait for the inflation to pop. If money isn't tight, then consider a Coffee Lake or Ryzen CPU and upgrade the GPU in a month or two.

I don't think CPU upgrades are even worth it in your case if you're going to stay on the same platform.  

 

Upgrading a GPU will give you an immediate boost now that you could use in the future as well, should you decide to fully update. 

 

A 390 will struggle at 4k in most games, but if you lower your expectations a bit, maybe that's not a bad way to go either.

I was thinking of going ryzen 7 because bulldozer is kind of garbage at this point

Now is not the best time to upgrade to a latest spec build. Graphics card prices have skyrocketed due to crypto currency miners taking the cheapest cards. RAM upgrades wouldn’t be much of a good idea either due to shortage in DRAM. I would recommend just upgrading your CPU. Your graphics card is just fine.

I mean I have a rather large steam library, but I have a lot of hours in GTA V and Fallout 4... I would definitely consider buying more AAA titles if I had a better CPU though, because that is where I am getting screwed over right now. My silicone lottery luck is kind of bad...

I have a dual core Pentium myself and struggle to play even fallout 4 without terrible stuttering, so I hear you on that end. A platform upgrade might be worthwhile to get a little more out of your 390. The downsides to that are just that any improvement would be slight and that DDR4 prices are ridiculous.  

 

I'd say $500 on a monitor seems like a bad idea for an upgrade, but you'd be hard pressed to find a GPU better than the one you already have for that price right now (and even if you could you'd still be on Bulldozer). I think if you're a content creator though, a nice monitor like that is justifiable and will last you a good while.    

 

Another option would be to just save up a bit more before going all in on a system.  

 

I don't think there's an easy answer right now unfortunately. It's going to be up to you.
