Hello guys, I have some problems with the cpu. My cpu is i7 2600 non k, clock speed is at 3,4ghz. 

When I'm on the internet, cpu speed on task manager is going around 3-3,4ghz like it should, but whenever I enter the game, the cpu speed locks at 2,99ghz and doesn't go more that that. That makes fps very unstable, there is constantly frame drops. GPU is gtx 1060 3gb.

I'm thinking that my mobo is actually making this, downclocking this by itself for its own safety because on their site, mobo that I'm using officialy doesn't even support my cpu: http://www.biostar.com.tw/app/en/mb/introduction.php?S_ID=591#cpusupport

I did restore bios, updated it and installed fresh new operation system.

I recommend downloading Intel Extreme Tuning Utility, run the game with it active and see if it says "Yes" under Thermal Throttling or even "Power Limit Throttling" (when is to the right of it) when the CPU is under-clocked.

2600 should go further than that with turbo enabled. Maybe take a look in the BIOS and see if you can enable turbo and increase the clock multiplier to it's maximum of 34/38(turbo)?

It's not even hitting it's base clock speed of 3.40 GHz though when gaming, which is the main issue. It should at least be at least hitting that. It could be power or thermal throttling either do to excessive heat, or not enough power from the PSU. That said if the culprit happens to be that he has Turbo Boost disabled, we'll see from a screenshot from Intel's Extreme Tuning Utility whether that's the case or not. So I really the OP downloads it, gives it a shot and posts he results.

XTU doesnt fully work in my 2nd gen system and only shows the basic stuff, like temps and clock speed. The rest are either blank or doesnt have the tabs for selection at all.

Yeah I'm not sure if it's doing that to keep temps around 70... you should be able to let that chip run even to 80 or even 90 if you so desired.  I'd say first check out that intel tuning utility otherwise there's a CPUtemp software that works great (and only with to my knowledge) with intel chips. You can set the TJMAX or essentially the heat limit before it throttles.

Dang. Well then as you suggested before the issue could be a compatibility of your mobo and CPU. Or perhaps the CPU is being throttled by the PSU, but I'm not sure how to check that. The only thing I could recommend further is reaching about to the Biostar and see if that explains the issues you're experiencing. Sorry I can't help more. >.<

I'm wondering if it might be power throttling. So getting enough draw from the PSU. Could that explain it? Or perhaps it just being a compatibility issue is the CPU not officially being supported by the mobo?

Is high performance enabled in windows? Also does your board offer enhanced core or something like that you can turn it on which should force the CPU to stay at its max turbo speeds.

I've been using it over the past 2 years to monitor the temps on my computer and recommend it if you want to take a closer look at those temps. I mean... I would assume it's throttling if it seems to stay around 70*C.

Actually yeah you are right Intel says the max temp is 72.6C

 

So he should maybe get a 20$ air cooler or something to overcome this, and for now adjust his fan curve to help with temps

Guys, I downloaded XTU and ran the game for about 10 minutes, it said No Thermal Throttling, here is screenshot. I'm suspecting in my motherboard since it doesn't officially supports my cpu, i7's that my mobo is officially supporting are i7 3770t 2.5ghz and 2600s 2.8ghz.  

Motherboard is Biostar H61MLV2 and my PSU is LC6550 v2.2 550W.

Can someone help me please ? Is it the motherboard that causing all this because its officially doesn't support my cpu or the power supply ? 

Only in League Of Legends, my cpu clock speed is working normal, 3-3.5ghz, other games that I have are all demanding and all of them are running on 2.9ghz (Dying Light, GTA 5, Assassins Creed Unity)

It's likely the motherboard. I think what's happening here is the mobo is downclocking the CPU to protect itself since the motherboard hasn't been set to draw the appropriate power to power the CPU sufficiently. You'd need contact the manufacturer to confirm. That really is your next step.
