Big overclocker but buy one of the cheaper 1070?
Pascal cards have a solid core voltage upper limit of 1.092V, while manufacturers further lower it down for some of their cards so there are gaps between the cheap card and the expensive, premium card (like the Gaming X and Duke). My card can only push to 1.062V because there's the Strix card above that.
In your case though, it's the power limit that limits overclocking potential. Since Power = Voltage * Current, overvolting reduces current draw because maximum power is kept constant, which means you actually overclock worse. In fact, you should reduce voltage to allow more current in order to overclock more.
