I have a Core i7-6700K (default base of 4.0 Ghz and boost of 4.2 GHz).

I have overclocked it a little (CPU Ratio @ 45 and CPU Core Voltage @ 1.350v, making it 4.5 GHz).

Does this mean I've increased the base? If so, what is the new boost?

Or is the base the same but the boost is now 4.5 GHz?

Just trying to understand it a little more :)

Depends on how you apply the overclock. Generally, you overwrite both so your CPU will always run at the OC speed no matter what you are doing.

You increase the base and the boost turns off. Unless you use C-States.
