Dropping fps while multiboxing

Hey guys.

I run 4 screens. 4k, 1900x1200, 1080p and 720p powered by gtx 970 4gb

 

recently ive ran in to problem when trying to play on 2 eve online clients and watch youtube video.

I noticed that whenever i click in to my client that is running on 4k display windows throttles youtube vid and other client to give me as much performance on

this one screen im using at the time.
That causes stutters in youtube video and about 10fps in 2nd eve online client.

But when i have everythng launched and i browse internet on my spare 4th screen it all seems happy and stable at 50fps.

Any ideas why windows is throttling aplications i dont use and can i disable it.

 

system spec
cpu: i7 2600k

gpu: gtx 970 4gb

mem:16gb

mobo: asus p8p67 deluxe.

Have you going into the Nvidia Control Panel and setting Multi-display/mixed-GPU acceleration to Multiple Display Performance mode in 3D settings?
