Hi GUYS, I'm working on assembling my first desktop now and I have series problem. I already got a case, watercooling system, 650w power, i5-8600k and a mobo, and I'm struggling about the video card. I will play some games on this computer, but I also want to get my hands back on Photoshop. Right now the price of the graphic cards are so high again. I'm targeting 1070/1070ti. Meanwhile, which panel is better or what is a good monitor for both gaming and having good color? Any suggestions?? Thanks!!

IPS or VA is where you wanna be for photo work. Just avoid TN panels. If you're targeting a 1070/1070ti, you should also opt for a higher resolution (1440p) a high refresh rate (120Hz, 144Hz) or both. The features you get depend on your budget. If g-sync is in your budget get it. I bought an open-box Asus MG279Q (1440p, 144Hz, IPS) from Newegg and I love it. They also sell those refurbished.

Thanks for answering. Besides 1070/1070ti, do you think it is a good idea for me to try 570/580? Since freesync monitors are way cheaper than good ips gsync monitor. Thanks again!

The 580 doesn't compare to the 1070 or 1070ti. The 1070/1070ti will often push 1440p/144Hz (not always though), while the 580 really won't that well. Personally, I don't notice tearing that bad, but I'd stick with the Nvidia offering at the 1440p, 144Hz range. G-Sync usually isn't worth the investment unless you can truly afford it. I don't think it is something you should be spending that much extra on.

I wouldn't worry too much about Gsync, or getting a particular card for Freesync. 580's are way overpriced at the moment and not really worth buying at their present price. A good monitor and GPU usually ensures that you don't suffer much from tearing to begin with. You can pick up a Freesync, 1440p, 144 Hz  27" monitor for about $300 and are better off with a 1070, or even a 1080, depending on your budget.

Just make sure if you're doing photo work or care about colors it has an IPS or VA panel.

Yes absolutely. Even if not doing much image work, there is no justification nowadays for getting a TN panel and the monitor I was referencing is a VA panel.
