CPU Running at 1.37GHz

I overclocked my CPU to 3.6GHz at 1.275v and started doing a stability test. I noticed that task manager said that the cpu was running at 1.37GHz. I checked if it was a glitch, and played a bit of battlefield 1. I was getting 20fps at medium settings. What is causing my CPU to run at 1.37GHz? Task manager says that the base speed is 3.6, so why isn't it running that fast?

It was disabled automatically when setting the OC

CPU: R5 1600

Settings: (Raised to 3.7GHz) at 1.3v (Raised)

Temps: 38C

That’s just Task Manager. Use a better program to see what it’s set to.

Like what? It's clearly running at lower speeds due to the tiny performance?
