I overclocked my CPU to 3.6GHz at 1.275v and started doing a stability test. I noticed that task manager said that the cpu was running at 1.37GHz. I checked if it was a glitch, and played a bit of battlefield 1. I was getting 20fps at medium settings. What is causing my CPU to run at 1.37GHz? Task manager says that the base speed is 3.6, so why isn't it running that fast?

Disable AMD cool n quiet in your BIOS and try again

Bit of an AMD fan I suppose. I don't bias my replies to anything however, I just prefer AMD and their products. Buy whatever the H*CK you want.

That’s just Task Manager. Use a better program to see what it’s set to.
