Help with major windows 10 loop

my friends computer auto updated to Windows 10 Creator updated and he did not like it.

I helped him recover his previous windows 10 version via star>settings>updates&security>recovery>go back to earlier build

this worked for me when my computer updated me to Creators update

it reverted his computer but he says nothing was working right, he couldn't click or open anything, so he used the power button to do a hard restart and then it auto updated to the creators update again and he is still unable to absolutely anything.

is there anything he can do to fix this problem without having to do a factory reset?

he told me his is able to hit winkey+R and access stuff that way.
