I Have Fooled Around With Computers And Laptops Before, But I Just Bought A New Laptop And I Was Curious Because I Seen That My i7-7500u Is Running Base At 3.5Ghz.

 

This Is Uncommon Considering It Usually Is Intended To Run At 2.7Ghz With 3.5 Being Turbo Boost.

 

There Is Nothing Running And My Utilization Is At 0%. Is This A Problem?

It Is Supposed To Run At 2.9Ghz With No Load.

It Is Currently Running At 3.5Ghz With No Load.

 

It Is A Dual Core Hyperthreaded CPU.

You probably used 'high performance' power plan. You should change that to 'balanced'. This setting is inside Control Panel, power settings (the logo is a green battery)
