Budget?

For what you said an i5 or Ryzen 5 would be suitable.

What you should be looking on mainly depends on your tasks. For example, AMD (Ryzen) CPUs are great for productivity because of their many cores/threads, while Intel's are considered better for gaming because of their better IPC. But that doesn't mean that Intel CPU are bad at workloads or that AMD ones are bad at gaming.

Current specs are garbage. Looking to rebuild basically completely. I would like to spend no more than $300 for CPU.. cheaper the better, but do not want to sacrifice performance over a few bucks

it's between the r5 1600 and the i7 8700 if you are on a budget this gen

 

Edit, i would NOT get a r7 1700 over a 8700 unless ur concerned with meltdown

Get the best, non-X Ryzen CPU you can. Probably going to be the 1600, but maybe you can find a 1700 for that price (but if you find a 1700X in your budget, by all means, go for it).

Ok, so for streaming AND gaming, you want to be looking mainly at core count. Good options are an i5 8600k, Ryzen 7 1700 or Ryzen 5 1600. All good options. The Intel CPU is not hyperthreaded and therefore has fewer logical processors (threads); the i5 also needs a Z370 board to overclock (but currently only Z370 boards are available).
