I a gtx 780 ti classified and the fan closest to the back of the case spins VERY loud and the fan closest to the front of the case tries to spin but doesn't. the gpu is not getting hot at all its idle at 28-30c and in msi afterburner it shows the fan speed at 35% so I don't know what's wrong help!!

i used to own an evga  GTX 770 SC with the same cooler

the bearings in those fans fail over time - mine was very loud over time

it is possible that your fans have reached their end of life - dont worry, its an easy fix

you can get replacement fans for these air cooled video cards

 

you can follow this video's instructions to rake apart the cooler shroud 

 

once you take your fans off you can also see the label on the backside which will have a model number of the fan

OR 

 

You can also take the fans off altogether and just DIY some quiet case fans onto the video card

or option 3, remove fans, get into fan bearing from the back, and apply oil. If lucky there's a rubber/plastic plug that allows you easy access, if not you could carefully use a small drill bit for access. Fans are already shot so it's not like you've got anything to lose if you destroy them in the attempt, speaking from personal experience it's a janky but functional fix
