I have a optiplex 790 upgraded to 12gb’s of ram in a 2x4x2x4gb configuration. However I’m not certain if all 12 gb’s are actually availible for the pc to use. According to dell the optiplex can take up to 16 gb’s as long as there’s only a 4gb stick in each slot. install HWinfo64 to see if all the DIMMs are being recognized correctly

you could either have a bad stick of ram or a bad slot on your motherboard

 

Start by installing each stick of ram - in EACH slot and boot the system to see if its reported correctly

ex. 

2gb in slot one, two, three, four

second 2gb in slot one, two, three, four

4gb in slot one, two, three, four

second 4gb in slot one, two, three, four

Obviously the OS isn't seeing all the memory. Is it showing in the BIOS?

I don't think so a I have a dell Precision T1600 with 12GB RAM in the same configuration and task manager shows all of it, so I'd suggest looking at the system part on the control panel to see if it shows the amount of RAM available as 12GB or as 12GB (9GB available).
