You can use Stream what you hear but it's harder to setup than just a twitch stream

Install shoutcast streaming server or icecast on a computer.

Use your music player to "upload" the audio to your streaming server like you'd stream a game using twitch

People can then connect to your shoutcase or icecast and listen to your music they just have to enter the address (or you can place a playlist on some local website)

streaming server : icecast2 : http://icecast.org/

 

Instead of icecast you could also use wowza or other such streaming servers

dunno if twitch will officially allow things like that - people were streaming all sorts of movies and music back when it was justin.tv and that sure must have got them a lot of problems with content owners.

 

to host a webradio for your local network, you need to run (server) software on one of your computers that reads mp3/ogg files from a folder and broadcasts it as a continous stream. 

 

there should be plenty of tutorials how to set up a shoutcast or icecast server
