If you are using that pc as a fileserver: nope. (almost every task needs it's own % GPU/CPU, so there are loads of scenario's where it won't be an issue. And if you can find a 950 for really cheap, it's not bad that you might be bottlenecking it)

it will really depend on the game, many newer games wont run/will run badly with only 2 cores, but with older and simpler games you might be fine

Without knowing for sure, I'd say that there would most likely be a fairly significant CPU bottleneck. At least for games, whatever games that system would run.
