So friend who was helping me ditched me. 

 

What pins do I short to turn it on? (The case is busted. I'm filing a claim(on ups), but also a test boot to see what else is damaged if any

Pins 6 and 8 should be directly left of the cutout where there is no pin.

I can't turn it off it just hits reset. Can I just hot the PSU switch?

Is it fine to cut the power if it's running (no os install or installing. Bois closed)

 

Shorting the pins just resets it

Then you're hitting the reset pins, not the power pins.

 

Is there any OS installed? If so, why not just shutdown from within the OS.

No os, also, the power and reset pins are way to close
