Ok this might be a convoluted post just a heads up. I'm going to try and cover as much as possible for someone to help me. So I mainly play Smite, which is a 3rd person MOBA. I had zero issues at home with around 140 down/50 up. I recently moved into a house for college, and built a new pc. My new pc consists of a r5 1600 and GTX 1080. My current speeds  https://imgur.com/KDWJuEJ and a ping test https://imgur.com/WgQYY4j . The speeds were 420 down and 38 up. Ping test sent 183 packets received 176 average 27ms. Would that amount of packet loss (3%) be enough to be causing my issues? I'm not very knowledgeable on this subject, but what I've seen through research is that you want 0% no matter what. I have reset my router, and I am currently using an ether net cable for my internet. My roommate uses wifi for his xbox playing the same game and experiences the same problem. It has gotten to the point where it is pretty much unplayable if I want to try hard in ranked matches. I am using the ISP provided router. Was the ping test done to one of the game servers?

Dropped packets could definitely cause teleporting.

It was just to google, but I assumed if I use google it would be a good baseline. I don't imagine HiRez giving server IP's out because someone could abuse that. I also tried twi different websites for their packet loss program through the browser. Both websites said there was an issue and it would not even start. Is there a way to pinpoint where the packet loss is taking place?

Try pinging another machine on your LAN.

Then, try a machine in the same town (say, your friend the next block over)

Then, a major Amazon server in your state

Then, a regional, then across country.  

 

If the problem persists across *all* those tests, you may have an issue with your PC or router (then, I'd try with a crossover cable to another local machine).  If the problem doesn't appear on your LAN, but occurs to your neighbors, then it could be your Modem.  If it doesn't happen while pinging your friend, but does to another local-ish server, then it's ISP related, and it's time for a call to them.
