fps issues

I got a new cpu and moherboard recently. When i first got it and i was streaming csgo i would get around 210 fps in game. Now even though I haven't changed anything on obs now my frames in game dip to double digits and my computer has issues having my stream on one screen with the game on my other. Does anyone know why this would happen?
