Strange Audio Behavior

I know that this is mostly a hardware forum, but I thought that there might be a few experts that could give me some advice. So my dad has this YouTube channel where he uploads a lot of Kurdish culture stuff, he sort of gathers a lot of stuff from around the web and consolidates it into one channel if you will. He was working on this mp3 file, trying to "remaster" the file, and his exported file refuses to play at an audible volume on mobile devices only. Can any audio experts explain this? Much appreciated <3
