Recently I've been having an issue where my second monitor becomes unresponsive/laggy when playing a game on my main monitor. 

I've reinstalled my graphics drivers and other stuff like that but it doesn't seem to help.

What are you doing on the second monitor? Do only certain games cause this to happen? Your system may actually just be having trouble doing both.

Mostly just have YouTube/Twitch open

while playing certain games it depends usually from 50-100% usage but even when it's not at 100% usage i still cannot use it sometimes. I have had my PC for 2 years and haven't had any problems since a couple months ago where I couldn't use my second monitor as much as i would like while playing games etc but never happened before that.

do you have hardware decoding turned on in the browser for video streams?

 

sounds like the CPU is decoding everything

I have a similar issue.

I have a GTX 1060 3g as my primary card with 2x 27inch samsungs on it (1 DP 1 HDMI)

I also have a gtx 680 on HDMI for a third 27" HP monitor.

When i play games (such as Ark) on my 1060 the game runs fine, but i watch netflix and hulu on chrome or firefox on the 680 monitor.

I watch the video on the 3rd monitor (GTX 680) get laggy and out of sync badly until i leave the game screen (alt-tab or close), then the third monitor/netflix catches up and gets back in sync.

 

Its strange since its a separate video card and monitor. A GTX 680 isnt top of the line anymore, but its not a dog either.

 

32gig memory

Core i7-3820 @3.60 4 core/8 logical

I'm not entirely sure if you mean the the second monitor goes completely black, or just freezes when playing but since you've reinstalled your drivers I would try running the monitors from your integrated graphics and see what happens.

 

While the games, of course, will have a low FPS. You should notice rather quickly if the monitor still freezes/goes black.

 

Other than that, take a game that you're having issues with, and run it in border-less/windowed mode and see if you're still getting issues. That could be a good indicator of if it is driver/windows related.
