Over clocking issue !

Also , i have this tiny problem, when i play r6 siege, my game often drops to 45 fps and stays there if i have a video open on my second screen ? I tried having Vsync on / off and it helped sort of. But it still sometimes bugs out and goes back to 45 from 60. What do i do :C ? I uninstalled nvidia drivers and installed new ones, did the same but installed older ones. Nothing has worked :C
