Yes, shouldn't be too hard. You'll need a some key switches, wire, diodes and something to mount the switches in.

Then get a pro-micro controller basically the same thing as an Arduino https://1upkeyboards.com/pro-micro-with-pins.html

 

Use QMK to program it. It's an open source keyboard firmware. http://qmk.fm/
