Stutter Lag Please help.

So i have this problem where out of nowhere my computer will start lagging, This happens in every game i play.

Specs:

GTX 1070

i5 8600k

2x8Gb ram.

Happens on all games. I noticed that Speccy doesn't show me the temps for my CPU and Mobo. Weird thing is that I just upgraded my CPU, Mobo, RAM and GPU. The problem was present before and is still happening after the upgrades.

IDK, try reinstalling Windows.

Do you have MSI Afterburner or NZXT CAM? See if you can get temps from those.

Can you enable OSD in Afterburner and start up a game? Select cpu temp, gpu temp, cpu usage, and gpu usage.
