Really Slow Download Speed on fresh windows install

Can anybody help me out with an issue im having on my rig. My computer was giving me issues with internet so I fresh installed Windows 10 onto it and everything works fine except my internet speeds are extremely slow. My normal speeds are 12mbps download, but for some reason the download is capped at around 0.5mbps. I have tried reinstalling windows, updating lan driver and testing the Ethernet on my laptop (normal speeds) . Anybody know what could be causing this?.

Also my motherboard is a Gigabyte z170x gaming 3
