Random Device names showing up

I was digging around my system looking for some old files, I ended up going to devices and seen a device called Austin, I hit refresh and it disappeared. I thought about for a bit and hit refresh again and it popped up again, so I opened it and it shows a Mac address. I went to Microsoft forums and seen many others have had the same names pop up with different Mac addresses.

Unable to ping it, it seems integrated into windows. In the link you can see others are getting the same names populating only with different MAC addresses. I blocked the MAC address on my router and it still came and went.
