GPU clock changing in game

So I've been playing a bit of Skyrim and Torchlight 2 lately, and it seems those games aren't demanding enough to keep my 7970's attention for very long.

 

It seems in smaller parts of Skyrim, such as a cave, the clock speed of my GPU (normally 1125mhz) will drop down to 500 and cause stuttering until I look somewhere with more to render.

 

Is there a way to force your card to run at the highest clock so I don't get random stuttering. Its extremely annoying in Torchlight 2 where the card is almost constantly at 500mhz, bringing the framerate to like 30fps.

Mod the crap out of Skyrim is my suggestion for that, but it´s kind of strange of this happening at all...

 

How´s the temps doing?

The hottest this card gets is around 68-75c

 

When playing Skyrim when it downclocks, it sits at around 60. The GPU usage is around 35-45.

 

Mod the living fuck out of skyrim. Problem solved.
