can overclocking cpu cause stuttering?

overclocked 6700k to 4.7ghz1.35v no bsods or any errors at all, just a little bit of extra stuttering in gta 5

If you're hitting thermal throttling and your CPU is downclocking during load then absolutely it can.

 

Run Aida 64 and see if it detects any throttling during a stress test, if it does, your cooler can't handle the extra overclock and you'll have to dial it back some.

Probably means the overclock isn't as stable as it appears. Could also be related to GPU/memory overclocks if you have those applied.
