i have just delidded my 8700k, and noticed that some of the applied thermal compound was off the die and on the lower part. is this ok because it isn’t conductive? if i accidentally spill a little bit of liquid metal off the die would it be fine as long as i clean it before powering it on

To be safe I would clean all parts off the chip that aren't supposed to have compound.  You want to get this one perfect.

Pretty sure you need the silicone glue

That risk is valid, but if you can get it all off you're pretty much home free

You don't need to use the glue.  Just put the IHS on top of the die with the liquid metal in between.  Then put the cpu in the socket and use the bracket to hold it all togeher.  All good.

A tiny spill isnt 100% dead, but why take the chance.   Just clean it up.

Use scotch tape to "tape off" the die itself while you apply the Liquid Metal, this will ensure that any spills wont get on the substrate. You can use silicon glue or a dab of super glue on each corner of the IHS to reattach it if you wish, however it is not mandatory.
