Start by getting a GTX 1060 or 1070

Okay, few of my friends told me to start by getting a I7-7700k since I play Arma 3 and is heavily CPU based.

Hmm. Maybe drop down to a 1050Ti and an i7-4790/4790K. If you can make as much use of your current hardware as you can, the better off you'll be. Or better yet, keep the 960 and get an i7

300 max. But dont want to waste on one product.

It wouldn't be a waste if you got a really good upgrade. You wouldn't be able to jump all the way to a 7700K or anything too new, but if you can find an i7-4790K you'll be pretty well off

With such a slim budget i would say just save your money until next year. Your GPU should hold out until then, and upgrading anything right now would be a waste of money. Your CPU is good for now as is your GPU, but i would consider those your highest priority.

No. DDR4 memory is too expensive and you wouldn't be able to fit that, the CPU itself, and a Z270 motherboard into the budget

Or...he could sell his current setup and use the money that he makes to get a new system and add it to his budget. Give or take, he could sell his system for at least $300-350

Only if he sold the mainboard, CPU, and memory. Another alternative would be to get a 6700K with a mainboard that supports DDR3 memory. Also a CPU cooler would have to fit in the budget.

Now that I think about it, he could sell most of his current hardware short of PSU, HDD, SSD, and GPU for some cash but he probably couldn't get a whole lot for it..

It would be more expensive and a little harder, I personally think you should make use of as much of your current hardware as you can, it really cuts down cost.
