Bad performance because of TV or am I doing something wrong

Long story short because I didn't want to waste your time.

 

PC:

Core i3 540

Intel DH55TC

2 GB DDR3 1333 MHz RAM

HDMI connection

Nvidia geforce gt 430

Cooler Master Elite 340

250 GB HDD

 

These are the specs of a pc. Yeah. pretty lame. It's used for some light gaming but mostly for youtube or movies. Here's the problem.

 

It's attached to a TV via HDMI. That TV is a 1024 by 768 60 Hz Plasma TV.

It lags occasionally, but it lags SO MUCH on TF2.  Not in the sense that it has low framerate. Rather, in the sense that it has very high framerate but then freezes and then goes back to normal and then freezes again and the cycle continues on and on and on.

 

The only reason this PC is lagging is because of the TV. I attached it to a monitor and it worked PERFECTLY. No lag whatsoever on everything high.

 

How do I get rid of this lag? Is it something to do with drivers? Or are there settings in the TV I can adjust?

 

(P.S. I don't want a random answer like "Upgrade your PC" or "Get a new monitor". I want a reasonable answer that can possibly solve this problem)

That sort of stuff often happens when you do not have enough VRAM or DRAM, but I have no idea why it would work on your monitor but not your TV

Weird thing is, monitor was 1080p 60Hz while TV was 1024x768 and still lags.

too many frames for the TV to process ? .. what happens if you lock your framerate in TF2 using the fps_max 60 command ?
