~30 degrees is normal for idle in my experience, not sure about 40. Perhaps there's someone who knows better than me

Seems kinda hot but then again im used to intel... My 7700k idles at about 20 with my h80i v2 cooler...

 

I'd be more worried about the temps under load... Any ideas what they are?

Close all that extra software. Go into msconfig (start menu - run) and temporarily disable everything in startup and unnecessary non-Microsoft services. Use ONLY HWMonitor to read Package Temperature. A lot of software, like Ryzen Master, may actually use the CPU and prevent a truly idle situation.
