I just recently built myself a new rig with the specs below thinking it'd be more than enough of an upgrade to get some nice gaming in at 1080p 144Hz on High at least.  For some reason, even on the lowest possible settings, my FPS can range anywhere from 130 in basic running forward 80 in high movement and on screen effects (ex. Tracer blinking to headshot). FPS drops drastically simply by looking around, the lowest of these combined effects causing it to hit the 50s in one instance (not recorded).  In addition, CPU usage runs at 45% while sitting in menu and 75-80% while active in the training area.  Simply exporting the example video below maxed my CPU usage all the way to 98%.  Any assistance on what the issue might be and how I might be able to fix it without buying a different CPU would be greatly appreciated.

GPU temps are visible in the top left of the video, never rising much above 55 C with about 40% usage. CPU temps stay in the low 40s with usage averaging 75-80% just in the training area.
