Hi. I'm starting to notice a slight problem in GTA 5. My GPU usage stays below 70% (mostly at 60-65%) all of the time. GPU doesn't get maxed out. This was okay when I tested it a few weeks ago, but when I decided to start it again, I noticed this problem. Even though the frame rate stays above 60 most of the time (80-100 mostly), at very rare times, it does stutter when a lot is happening on the screen. Frame rate doesn't improve when I lower the resolution. Any ideas as to why this is happening? 
CPU usage is also perfectly fine.
I tried WD2, and R6S and in those titles, gpu was maxed out. Now, yes, I know, I am getting above 60 fps and maybe you'll say I'm being greedy. But still, I'm just curious. Is it my fault or the game's fault? Any suggestions?

I also have the latest amd relive 17.11.4 driver installed. But this was also happening before the update.

i7 4790k at stock speed
16 GB ddr3 1600 mhz ram.
Sapphire Nitro Rx 480 4 GB
Antec 500W PSU

Gotta be a CPU bottleneck then.  GPU usage not at 100% and turning down res not helping?  That's textbook signs

Cpu usage is well below 60%. Pretty sure this isnt a bottleneck since this wasn't happening before. 

Also, WD2, R6s (more cpu intensive titles) run perfectly fine (gpu maxed out)
I feel like I might have messed up something, just cant figure out what :3

Well CPU usage under 100% is not a reliable indicator that it isn't a CPU bottleneck (sorry for the double negative lol) but your other reasons are compelling...

I'm not sure what could be causing this but I'll give you the typical "make sure drives are up to date, DDU and reinstall them if necessary, check if the card is thermal throttling (doesn't look like it from pics though), try resetting graphics settings in game (GTA V is notorious for weird illogical bugs in my experience)"

Will try resetting the in game settings but the rest is fine (drivers updated, no thermal throttling etc)

u can have a cpu bottleneck even with 10% cpu usage... if cpu usage was to determine a bottleneck or not everyone would be running 20core cpus ._.

 

i doubt any1 can get 100% gpu usage on that shitty optimized game :v  its a port nontheless

Yes, but why was it okay before? Like I played this game 2 weeks ago and gpu usage was maxed out before
