Should I take a B350 board for a R5 1600 or a X370?

B350 is good enough for Ryzen 5 and 3 overclocking, but for Ryzen 7 oveclocking better get X370 to make sure the VRMs last longer.

It'd be perfect for a Ryzen 5 1600 and not too bad at overclocking either. It has LLC capabilities and the ability to modify SOC Voltage, both in the bios. Nice features that my board sadly lacks.

Should I keep 3000mhz ram or downgrade since the max is 2666?

2666 is the limit imposed by Ryzen. Overclocking is still possible as with any board. Your ram should work just fine (perhaps after a bios update).
