So I wanna refresh my low budget gaming PC with new GPU but when I go to http://thebottlenecker.com/ and insert my current rig it says I have 100% bottleneck and when I enter my rig with new GPU it says 54%. The GPU I wanna get is Gigabyte OC Version GeForce GT 1030 2GB and I currently have MSI GeForce GT 630 my question is: How will I get bottlenecked if I have like better GPU then before.

i5-2400 @ 3.10GHz

8GB RAM

HDD 7.2K RPM

get a 1060 and upgrade the i5 to an i7 2600 for 1080p @60hz in almost any game.

As for the GPU, a 1030 is a great choice.

These websites are as bad, if not worse than gpuboss etc...

 

No bottleneck here.

the 53% bottleneck is the gpu bottlenecking the cpu, those sites are perferctly accurate, as stated above, but they come pretty close. 

 

In other words,

 

the i5 wont bottleneck the 1030, the 1030 will bottleneck the i5. as RkRiley said, even celerons (modern ones) wont bottleneck a 1030.
