PC Stuck on Loading Windows

Hello, so the story is watching YouTube videos, went to drink water, came back, screen was dark, nothing responded so I decided to turn off the PC and do a restart.. Now my PC is stuck on the loading circle.. It goes first to the loading screen with the moving circles, appears for a second, screen gets blacker and a new rotating circles appear and it's stuck there.. Nothing I did helped, any suggestions?

 

One thing that might affect this (I assume) is a did a defrag on C drive and paused it on early and then closed it. Don't know how it could cause this but a bit of extra information

 

BIOS is accessible. 

 

No OC, 980Ti SLI, 6700K, Z170 Deluxe, WD 2TB Black with Win10 on it.

Any other way to go into repair mode? Turned off the PC by turning off the UPS 3 times but still didn't work and didn't get into automatic repairs.

You need to remove the power cord.

The other option is reinstalling windows. Not best solution
